PayPal fee structure in 2025

PayPal charges different rates depending on how you receive payment. For Goods and Services (commercial transactions): 3.49% + $0.49 per transaction for most online payments. Invoicing: 3.49% + $0.49. QR code in-person payments: 1.90% + $0.10 for transactions over $10. Standard credit/debit card payments: 2.99% + $0.49. These are higher than Stripe's standard rate of 2.9% + $0.30, which is why many businesses prefer Stripe for online commerce — the $0.49 vs. $0.30 fixed fee difference matters most on small transactions.

Friends and Family — when to use and when not to

PayPal's Friends and Family (F&F) transfer is fee-free when funded by your PayPal balance or linked bank account, and 2.89% + $0.49 when funded by credit or debit card. The critical caveat: F&F transactions explicitly have no buyer protection and no seller protection. Using F&F for business payments violates PayPal's Acceptable Use Policy — PayPal can permanently limit accounts discovered to be using F&F to avoid commercial fees. For any sale of goods or services, always use Goods and Services. The fee is the cost of buyer protection, dispute resolution, and policy compliance.

International transactions

Cross-border transactions add an additional 1.5% on top of the base rate. Currency conversion adds another spread of 3–4% (above the mid-market exchange rate). A $100 payment from a buyer in the UK to a US seller could cost 3.49% + 1.5% in fees + 3% in currency conversion spread = approximately 7.99% in total friction — significantly more expensive than a domestic transaction. For international sellers doing significant volume, consider alternatives like Wise Business or Stripe's international pricing, which offer more transparent currency conversion.

PayPal vs. Stripe vs. Square

PayPal is strongest for peer-to-peer and consumer-familiar checkout — many buyers already have PayPal accounts and trust it. Stripe offers lower per-transaction rates (2.9% + $0.30), superior developer tools, and better API flexibility for custom integrations. Square is optimized for in-person retail and restaurants with competitive card-present rates (2.6% + $0.10). For online commerce: Stripe. For consumer familiarity and marketplaces: PayPal. For brick-and-mortar: Square. Many businesses use multiple processors simultaneously to offer buyer choice while optimizing for their primary channel.
